Explanation
The machine previously had Transmittals installed, but was not properly cleaned of the old system
How to Avoid
In addition to the steps included in the "Database Backup and Restoration" section of the BTS Implementation Guide, do the following before starting a clean install and deployment:
Stop the eB Service Manager service on the transmittal server
Delete this directory on the transmittals server: C:\ProgramData\Bentley\eB Essentials
Start the eB service manager service
