Reference files are not attached when checking out a file from ProjectWise

Problem

 Reference files are not attached when checking out a file from ProjectWise, to open in Redline.

Solution

 The integration was not configured correctly or being picked up - Proper process is Installing Redline, MicroStation first and then ProjectWise.
• Uninstall Redline and ProjectWise
• Install Redline then ProjectWise

More information on the symptoms are below:
The problem the user is having is that the reference files are attached already using MicroStation using relative path. The MS_RFDIR is not set. When they open the master dgn file with MicroStation, all the reference files appear, when they open the same file with Bentley view the reference files do not appear. In both cases the customer  opens  the file directly from ProjectWise. For some reason, either Bentley View or RedLine does not see the reference file paths the same way MicroStation does.
The user is not using MS_RFDIR or relatives paths and  the references are in scattered locations in ProjectWise. So when checking out a file it is putting it in multiple dms folders under the working directory.
